Council to vote on money for design of Trotter Park and turf field at Chinn Chapel

Flower Mound Town Council will vote Monday night on a 25 percent increase in design fees for a planned park with pickleball and tennis courts near Bridlewood.

Trotter Park, a 13-acre parcel, is a $9 million project on undeveloped city-owned land south of Cross Timbers Boulevard next to Rock Pointe Church. It has been in the works since 2018.

The town entered an agreement with MHC Planning & Design LLC in November to design the park. At the time, the design fees were approved in the amount of $589,200. The company is asking for another $143,900 for a “construction administrative phase” that includes monthly visits to the site, authorizing contractor payments, and responding to requests for information.

If approved by the council, the total for design fees would be $733,100.

The park’s plans include two tennis courts, 12 pickleball courts, a playground, basketball court, and loop trail.

In 2023, town residents rejected a $7.5 million bond proposal for a tennis facility at the location that would have included 12 lighted tennis courts.

In the two years since, the town has held meetings with the public about the best way to use the space. The final layout was approved in the summer of 2024. Earlier this year, the town received a $750,000 grant from the Texas Parks and Wildlife Department to be used for development of Trotter Park.

The project has a construction budget of just over $9 million, according to planning documents.

The council will also vote on an agreement with CEI Engineering Associates, Inc. to design the conversion of a field from grass to turf at Chinn Chapel Soccer Complex. If approved, the design and construction plans would cost $89,445. The multipurpose field conversion is part of a 2025 bond project approved by voters in May.
